>根据资讯自由法及国会澄清，海关提单数据不属商业机密类，可以用作商业用途。目前提单已经广泛的应用于商务、金融和船务等市场。根据各国的政府法令、贸易政策不同，每个国家对海关数据开放的程度不一。其中开放程度最高的是美国，早在19世纪70年代美国就通过政府立法的形式公开海关数据，后来并授权予专业公司进行商业化的运作，其中涉及国家安全的军事物资、能源物资、高精尖技术产品不在公开范围之内。
